For people having trouble serving papers on the courts... in the past, while many have been allowed to submit paperwork into the court files through the court clerk, it is not the correct and proper way.

The proper way to submit documents is so "serve" them on the prosecutor.

I don't know. I am not familiar with this.

In the article, it says, "...all you have to do is actually and factually hand them the document you want them to review and submit into the file. That’s it." It doesn't indicate that there is any cost, although maybe it just wasn't mentioned.
